Montville’s Town Council is scheduled to hear public comment October 13 at 6 p.m. on a proposed ordinance authorizing a lease of approximately 1.81 acres of PTA Lane to MONTVILLE 1 LLC. The hearing is at Town Hall’s Council Chambers, 310 Norwich-New London Turnpike.

The ordinance was introduced September 28. It would authorize the mayor to execute a 99-year lease after town-attorney review, and would take effect 30 days after adoption.

The posted draft lease sets a one-time $1 rental payment alongside other obligations: a $350,000 contribution toward relocating and rebuilding an elementary-school playscape, construction of a relocated PTA Lane at the tenant’s expense, transfer of that road to the town after acceptance, school-boundary fencing and assessed property taxes.

The draft would give the tenant exclusive control of the leased area for commercial development. Its initial term would begin following the specified road-completion process and would automatically renew for additional 99-year terms unless the tenant gives timely notice not to renew.

Those provisions make the proposal about more than nominal rent: it addresses public-road replacement, school improvements and long-term land control. The posted document is a draft, with unresolved blanks; this report does not establish an executed lease or council approval.

Residents can inspect the ordinance and proposed lease through the town’s hearing notice or the town clerk’s office. The hearing outcome and final terms remain to be verified.
