UConn scheduled October 13 town halls at Storrs to explain BLUE, its proposed resource-allocation model, and take faculty and staff questions. The university’s October 7 announcement listed sessions at 11 a.m. and 3 p.m. in Konover Auditorium, with livestreams.

BLUE, short for Budget Linked to University Excellence, began as a budget-transformation initiative in 2025. UConn says it will connect allocations more closely to instructional and research measures, distribute centrally managed costs fairly and align spending with university priorities.

The change concerns how existing funding is allocated. The university says it does not itself raise or lower total funding, tuition or fees, and does not replace its separate cost-containment plan.

UConn describes the current phase as a shadow year: the proposed and existing systems run alongside each other so their effects can be compared and adjustments made. Full implementation is planned for fiscal 2028.

The town halls are an opportunity for campus employees to ask questions before the transition. This report describes the scheduled sessions and university proposal; it does not claim a final model was approved or report an outcome from today’s meetings.
