WINDHAM — United Abrasives paid $3,088,605.45 to resolve civil allegations involving a second-draw Paycheck Protection Program loan, federal prosecutors announced September 25.

The U.S. Attorney’s Office identifies the North Windham manufacturer as a subsidiary of an Italian company and says the disputed loan was $1,983,555.

The government alleged that United Abrasives certified it had fewer than 300 employees even though the company and its affiliates collectively exceeded that threshold. Those are the government’s allegations resolved through the agreement, rather than a criminal conviction reported here.

The release identifies the underlying False Claims Act lawsuit as U.S. ex rel. Daniel Foster v. United Abrasives, Inc., docket 3:25cv1732. It says the whistleblower will receive $308,860 from the recovery.

The local agreement forms part of more than $9.2 million in settlements announced by the office. This report dates the development to September 25 and does not characterize the settlement as a guilty plea.
